安倍:朝鲜可能具备化武导弹攻击能力
Japan’s Shinzo Abe warns on Pyongyang chemical weapons threat

        North Korea may already possess the ability to launch chemical weapon attacks using ballistic missiles, Japanese prime minister Shinzo Abe has warned, as Tokyo seeks to rally public support for pressure on Pyongyang.        日本首相安倍晋三(Shinzo Abe)警告称,朝鲜可能已经具备使用弹道导弹发动化学武器攻击的能力。东京正寻求动员公众支持对平壤施压。
        “There is a possibility that North Korea already has the ability to put sarin gas in a warhead and deliver it,” Mr Abe told parliament, flagging the threat Pyongyang poses beyond its nuclear programme.        “存在这样一种可能性,即北韩已经有能力把沙林毒气装到弹头上,并将其发射至目标,”安倍在日本国会表示,他指出了平壤在核武计划之外构成的又一种威胁。
        His comments come as US president Donald Trump seeks to increase military and financial pressure on the North Korean regime to induce it to give up its ballistic and nuclear weapons programme.        安倍发表此言之际,美国总统唐纳德•特朗普(Donald Trump)正寻求对朝鲜政权加大军事和财政压力,迫使它放弃弹道导弹和核武计划。
        “Of course we want a peaceful solution, but the reality is [North Korea] has not stopped nuclear or missile development, and has continued to improve its capability,” said Mr Abe.        “我方当然想要和平解决方案,但现实是北韩没有停止核武或导弹开发,反而在继续提升能力,”安倍晋三表示。
        Tokyo strongly supports Mr Trump’s attempts to put pressure on North Korea as Japan is already within range of Pyongyang’s ballistic missiles. North Korea has conducted a series of nuclear tests but experts do not know if it has mastered the technology to mount a warhead on a missile.        东京强烈支持特朗普向朝鲜施压的尝试,因为日本已经处在平壤的弹道导弹射程范围内。朝鲜已进行了一系列核试验,但专家们不知道其是否掌握了把弹头装上导弹的技术。
        Mr Abe’s comments suggest he believes Pyongyang already has the ability to strike Japanese cities with weapons of mass destruction.        安倍的言论似乎表明,他相信平壤已经有能力用大规模杀伤性武器来攻击日本的城市。
        Sotetsu Ri, professor of sociology at Ryukoku University in Kyoto, said Tokyo had tracked North Korea’s chemical warfare capacity since the Aum Shinrikyo cult used sarin to attack the Tokyo subway in 1995. He said the prime minister’s words had “deep meaning”.        京都龙谷大学(Ryukoku University)社会学教授李相哲表示,自1995年奥姆真理教(Aum Shinrikyo)用沙林毒气攻击东京地铁以来,东京方面一直在追踪朝鲜的化学战能力。他表示,首相的话有“深意”。
        “North Korea and Syria had a close relationship on chemical weapons for a long time,” said Mr Ri. He said Syria’s ability to weaponise sarin was due to North Korean help, highlighting its development of the technology.        “北韩和叙利亚在化学武器上的密切关系由来已久,”李相哲说。他表示,当初叙利亚能够把沙林武器化,就是因为有朝鲜的帮助,突显朝鲜在该领域的技术发展。
        Sarin is a highly potent nerve gas that it is suspected was used in an attack that killed up to 1,400 people near Damascus in 2013. It may also have been the agent used in the alleged chemical attack on the Syrian town of Khan Sheikhoun that prompted Mr Trump to launch missile strikes against the government of Bashar al-Assad.        沙林是一种毒性极强的神经毒气,2013年被怀疑在大马士革附近的一次袭击中杀死多达1400人。它还可能是最近叙利亚汉谢洪(Khan Sheikhoun)镇据称遭遇的化武袭击所用的毒素,正是此次袭击促使特朗普对巴沙尔•阿萨德(Bashar al-Assad)的政府发动导弹袭击。
        Another nerve agent, VX, was also used in the assassination of Kim Yong Nam, brother of North Korean leader Kim Jong Un, at Kuala Lumpur airport in February. That was widely seen as a deliberate signal of Pyongyang’s possession of chemical weapons and its willingness to use them.        今年2月,另一种神经毒素VX还被用来在吉隆坡机场暗杀朝鲜领导人金正恩(Kim Jong Un)的同父异母长兄金正男(Kim Yong Nam)。那起事件被广泛解读为一个蓄意发出的信号,表明平壤拥有化学武器,而且愿意使用这类武器。
        Security officials in Tokyo fear the possibility that North Korea could use chemical weapons in other ways, perhaps by smuggling them into the country, or by launching a drone from a boat.        在东京,安全官员们担心的另一种可能性是,朝鲜可能以其他方式使用化学武器,或许是把它们走私入境,或是从船上发射无人机。
        Some Japanese politicians are pushing to acquire the military capacity for a pre-emptive strike against North Korean missiles thought to be aimed at Japan. Asked about buying such weapons, Mr Abe said: “In order to protect the lives and property of the people, we should always investigate a range of options.”        一些日本政界人士正在推动获得对据信瞄准日本的朝鲜导弹发动先发制人打击的军事实力。在被问及购买这类武器时,安倍晋三表示:“为了保护人民的生命财产,我们始终应该研究各种选择。”
        Tokyo’s support for pressure on Pyongyang is tempered by fears it would be one of the main targets for any North Korean retaliation that would follow a US military attack. It has therefore sought assurances from Washington that it would be consulted before any action and is generally opposed to using force.        在支持对平壤施压的同时,东京也心有余悸,担心在美国发起军事打击后,日本将是朝鲜报复行动的主要目标之一。因此,日方已寻求从华盛顿获得美方在动手之前和日本通气的保证,同时一般而言日本反对使用武力。
